The city says only contractors licensed by SC LLR may obtain building permits, with a homeowner exemption only if the house is not sold or rented within two years. Contractors also need a City of Forest Acres business license. The city does not clearly publish whether every re-roof needs a permit, so call the Building Department at (803) 782-9475 and have your contractor confirm. See roof permits in Forest Acres.

Roofing in Forest Acres: what makes it different
Forest Acres is a small, wooded city of about 10,600 people wedged between Columbia and Fort Jackson, and its roofs reflect that. Most of its houses were built in the 1950s and 1960s, with a median year built of 1965, so a roof here often sits on original board decking, around an older brick chimney, under mature pines and oaks. That shapes almost every job we do in the city, from a leak repair at a valley packed with pine straw to a full roof replacement that starts with tear-off down to the original boards. Our guide to re-roofing an older Forest Acres home explains what to expect.
The trees are the city's defining feature and its biggest storm risk. When Helene came through in September 2024, Forest Acres lost more than 200 trees and more than 30 roads were blocked, and a July 2026 storm brought down more trees, including one onto a home near Dare Circle. The city protects its canopy with a tree removal permit that applies to homeowners too, and only contractors licensed with the city may do approved removals. See trees and your roof, storm and tree damage and gutters under heavy leaf and pine straw.
Forest Acres also has its own rules for contractors. Only SC LLR-licensed contractors may pull building permits at City Hall, and every contractor needs a City of Forest Acres business license. Our page on roof permits and contractor licensing in Forest Acres sets out what the city publishes and what to ask before work starts.

FAQs
Frequently asked questions — Forest Acres
Who can pull a roofing permit in Forest Acres?+
Do I need a permit to remove a tree hanging over my roof in Forest Acres?+
If it is 12 inches or more in diameter at breast height, a smaller protected species, near Forest Drive, Trenholm Road or Beltline Boulevard, or in the 5-foot buffer, yes, even on your own lot. Apply through the city's GovWell portal, and use a contractor licensed with the city. See trees and your roof.
Why do so many Forest Acres roofs leak at the valleys?+
Because pine straw and leaves collect there. Packed debris holds moisture and pushes water sideways under the shingles. On one of our Forest Acres repairs, that is exactly what sent water down an interior wall. See roof repair in Forest Acres.
What will a roofer find under the shingles on my 1960s house?+
Often the original board decking, sometimes more than one old layer of shingles, and older chimney flashing. Bad boards must be replaced or covered, because shingles need a solid deck. See re-roofing an older Forest Acres home.
A tree fell on my Forest Acres roof. What first?+
Get everyone safe, stay clear of power lines, photograph the damage and call your insurer. A tree must come off before the roof can be tarped, and removing it may need a city permit and a city-licensed contractor. See storm and tree damage in Forest Acres.
When should I clean gutters in Forest Acres?+
After most leaves are down in late fall, often around Columbia's average first freeze of November 7, and again in early spring. Homes under pines may need more. See gutters in Forest Acres.
How do I know if I need roof replacement services?+
If your roof is over 20 years old, leaking, or missing shingles, it may be time for a roofing replacement. Cola City Roofing can perform a thorough inspection to help you decide.
Do you assist with storm damage insurance claims?+
Yes! We guide you through every step of the claims process, from initial inspection to repairs and replacements.
What’s included in my consultation?+
Our consultations feature comprehensive assessments, tailored solutions, and service cost estimates.
How quickly do you address roof repair in Forest Acres?+
Our goal is to prioritize any emergency roofing repair needs, including storm damage, within 24-48 hours of your consultation.
